The FAC which includes the 27 EU foreign ministers was chaired for the first time by EU High Representative for foreign and security policy Catherine Ashton.

Speaking at a press conference after the meeting, Ashton said they discussed the London conference on Yemen.

"What we want to do on the meeting in London this week is to listen to the government of Yemen on how to address the challenges that it faces, how we could work together. And we want to do more both in terms of aid and counter-terrorism but we want to make sure that the government of Yemen will move too on reforms and on the national dialogue" she said.

"So I am looking forward to the discussions with Yemen and with the countries of the area, especially Saudi Arabia and the Gulf when we meet in London on Wednesday," she added.

On Iran; the EU ministers reviewed the situation in the light of the outcome of the New York meeting of Political Directors from the five permanent members of the UN Security Council, Germany and the EU in New York on 16 January and of the latest statements by Iran.

"We continue to regret Iran’s reluctance to discuss these issues. Its insufficient cooperation with the IAEA, and they did not respond favourably to our proposal to provide nuclear fuel for its Teheran’s research reactor," said Ashton.

"As I said many times we are committed to the dual-track approach and a strategic objective remains on a negotiated solution. And we started to consider the appropriated further measures to accompany the work on the way in the Security Council where we are working closely with our partners in the E3+3," she added.

On Somalia, the ministers discussed the preparations for a military operation to train Transitional Federal Government’s (TFG) National Security Forces in Uganda.

It would be part of the EU broad engagement for promoting peace and development in Somalia, alongside the EU NAVFOR Atalanta counter-piracy operation.

On Afghanistan, the FAC discussed the London Conference on 28 January, and agreed to emphasise the EU’s commitment to help the Afghan government take greater responsibility and ownership.

EU Foreign Ministers decided to normalise EU relations and fully resumed development cooperation with Mauritania.

Following the elections and the appointment of Mohamed Ould Abdel Aziz as president, the EU considers that a consensual solution to the political crisis has been implemented and that Mauritania has returned to constitutional order, they said in a statement.

On Haiti, Ashton said the EU have had specific request and in response to those with the United Nations we agreed today that EU member states will provide engineering expertise and equipment that will open the route that will facilitate aid getting through more easily.

The EU will also send an hospital ship which can operate without needing port facilities, and a collective contribution of at least 300 police officers to maintain security in Haiti.

The Council adopted conclusions on the future role and tasks of the operation EUFOR Althea in Bosnia and Herzegovina.

The EU military mission in Bosnia is to start planning how to hand over responsibilities to the local army, the bloc’s foreign ministers decided on Monday.

However, the 2,000-strong ALTHEA mission is set to stay in place until the closure of the Office of the High Representative (OHR), an official nominated by the international community to oversee the 1995 Dayton Peace agreement.
