Iran and Qatar are of the opinion that the Syrian crisis has not any military solution, Zarif said during the press conference in Tehran on Wednesday.
He said that the two countries believe that war in Syria could not be prolonged and that the Syrian people must make decision on their own fate.
He said that Iran and Qatar must help the Syrian people end the humanitarian crisis adding that the Syrian issue has brought Iran and Qatar together.
Syria has been experiencing unrest since March 2011 with organized attacks by well-armed gangs and terrorists against both the army and civilians.
Tens of thousands of people have been killed since terrorist and armed groups turned protest rallies into armed clashes.
The government blames outlaws, saboteurs, and armed terrorist groups for the deaths, stressing that the unrest is being orchestrated from abroad.
