In the 2009 Global ‘Go-To Think Tanks’ survey of the Think Tanks and Civil Societies Programme of the University of Pennsylvania, the study identified more than 6,300 think tanks worldwide of which 392 were eventually nominated for consideration as one of the leading think tanks in the world.

The primary objective of the Global Think Tank Survey is to recognise some of the leading public policy think tanks and highlight the important contributions these organisations are making to governments and civil societies around the world.

Among the criteria that went into the final selection were the rigour and relevance of the research and analysis produced, the scale of operations, the breadth of audience, the contribution of research and analysis to public debate and the policy-making process, and the organisation’s overall impact on public policy

GRC is an independent research institute based in Dubai.

The GRC was founded in July 2000 by Abdulaziz Sager, a Saudi businessman, who realised that in a world of rapid political, social and economic change, it is important to pursue politically neutral and academically sound research about the GCC countries.

Currently, the GRC maintains seven key research programmes focusing on security and defence issues, the GCC Economies, Gulf-Asia Relations, GCC-EU Relations, Science and Technology, the Gulf Environment and Gulf-Africa Relations.
