In a speech to the nation, HH the Amir stressed that Kuwait’s national security and stability is a top goal of the country, calling for translating words of loyalty to the nation into tangible action.
He also emphasized that there should be a single vision for embodying a clear-cut concrete concept of national unity, mainly aiming to preserve and protect it.
HH the Amir urged everybody in the country to live up to responsibility by means of meeting internal and external challenges in a swiftly developing world.
He rejected as unacceptable recent practices and phrases by some, which serve nobody but only undermine Kuwait’s national constants and social fabric.
"Is it acceptable for us to see practices and hear phrases that infringe upon out national constants and undermine our social fabric and components?!," he wondered.
He condemned the bizarre ways of threatening, skepticism, sensation and chaos instead of resorting to law to ensure and safeguard its rule and homage.
"Isn’t it strange for achievements to be undermined, opportunities to be missed, and time and efforts to be wasted on fruitless matters, while we in dire need of directing our potential and capabilities towards targeted development projects?" he asked.
HH the Amir stressed that democracy should be practised in line with specific constitutional rules, limits and tools otherwise chaos would prevail involving the breaking of social basics, norms and traditions.
But, he noted that the Kuwaiti constitution ensures the freedom of expression and speech, and correct parliamentary practices, leading up to the fulfillment of the public interest.
"We, in this country, firmly believe in the constitutional principles that should deepen sound practices through constitutional tools and under the dome of the National Assembly, rather than through stirring up sentiments and using sensational ways, intimidation and skepticism via speeches and diverse mass media," he said.
In this context, he voiced regret that some insisted on allegations of constitutional violations and mixing of matters only for notching up cheap political gains.
"Our belief in democracy is firm, and so is our commitment to the constitution and its provisions," he said, regretting that those who cast rumours and doubts about the constitution are mainly to blame for breaking its principles and provisions.
The Amir even blasted the recent gloomy atmosphere and concomitant practices and sensational reactions in the country, which he said only foment sedition and stir up tensions, thus putting national security and stability in jeopardy and undermining the country’s national gains and constants.
Recent regrettable practices on the Kuwaiti scene have overstepped all the marks in a way that have blemished Kuwait’s freedom, democracy and national action, opened the door for chaos and fanned out an atmosphere of tension and provocation, thus causing public concerns over the future of the nation.
However, HH the Amir hailed the government for having dealt in earnest with such recent incidents, and thwarted more tensions by imposing the rule of law in order to ensure justice and prop up the state of law and establishments by words and action alike.
In this context, he called on everybody in the country to give up talking about such an issue and its reflections as long as it is now in the hands of "our just judiciary".
But, he called for deepening the concept of national unity so as to spare the nation no evils of personal interests, political gains and fanatic, tribal, communal and sectarian troubles.
More brotherliness, perseverance and public awareness of national unity are required for the Kuwaiti people to lead a decent life on the soil of a secure, stable and prosperous nation, he urged.
He went on to say: "Now that we boast about democracy and freedom, we ought to be aware that it is a tool that necessitates the (protection of) national interest so we have to capitalize on it to fulfill its noble goals and to work together to immunize it from malpractices." "The democratic approach which we have adopted is a system of vital values that consecrate the essence of good and true citizenship in all our practices. It brings people together, rather than keeps them apart. It is a favorable and conscious practice of duties before rights. It purges our dialogue from skepticism, hatred and grudge," he said.
Democracy and freedom never mean breaching national values and constants, hurting the feelings and dignities of others, or breaking the constitution and law, the Amir argued.
He voiced concerns that democratic practice could face a setback due to the extravagant politicization of matters and violation of constitutional controls and rules, especially as political imbalance and unhealthy relationship between the legislative and the executive have become a serious menace to national gains, accomplishments and constants.
Therefore, the National Assembly and government should share responsibility for safeguarding deeply rooted constituents that could ensure a genuine partnership and favorable cooperation only out of abidance by constitutional frameworks and keenness on constructive and fruitful dialogue and on the public interest, he said.
On the other hand, HH the Amir urged local mass media to play a favorable and responsible role with a view to protecting and maintaining the country’s national achievements.
"Commitment to sound professional criteria is required for free, conscious and responsible media performance given that our media is a key part of our democratic system," he said.
He went on to say: "Even when we criticize some irresponsible media practices and judgments, which cannot go with impunity, we do so only because we don’t want our media to deviate from its noble national message." He called on local mass media to refrain from reporting anything that could undermine national unity and social security or negatively affect Kuwait’s foreign relations.
"It should be always a civilized torch of knowledge, ensuring credibility and integrity and acting as an effective favorable tool for buttressing development efforts and a platform for responsible freedom and enlightened public opinion," he requested.
The fates and destinies of nations should be safeguarded and protected from narrow interests that would surely vanish away soon, he said, adding that nations could be built only by their people, solidarity and integration.
Sounding the alarm about the risks and perils of sedition and tensions, he said there would be no winners and the nation would be the sole loser, and everybody in the country would pay the price.
He prayed that Kuwait would be spared the evils of tensions that destroyed everything in the societies and countries they hit.
"We are on the same boat which can sail to the beach of safety only when hearts and hands get united and feelings of amity and cooperation prevail through the spirit of the same family," he said.
"I totally trust the sons of the nation. Our dreams, hopes and aspirations are the same, and so is the way to the goals," he said.
Urging that Kuwait should be given the top priority, HH the Amir concluded his speech by asking everybody in the country to work together as a single group to ensure a bright future.
