"I was informed by His Highness the Prime Minister Sheikh Nasser al-Mohammad al- Ahmad al-Sabah that he does not believe he would be ready to complete procedures to form the government to attend next Monday’s session", al-Kharafi told reporters.

Al-Kharafi said "If the prime minister was able to form his government before Monday a special session of the parliament would be called to complete the required constitutional measures." On causes of the delay to form the new government, al-Kharafi renewed calls not to confuse the prime minister, noting that "it is the constitutional right of the prime minister to form the government." Al-Kharafi hoped for a quick end to the issue to be able to return to normality.

The government resigned last week on grounds of "lack of cooperation between the legislative and executive authorities," the prime minister said in his letter of resignation addressed to His Highness the Amir of Kuwait Sheikh Sabah al-Ahmad al- Jaber al-Sabah on Sunday, March 4.
