Non-cooperation motion rejection victory for democracy: Al-Khorafi

 National Assembly Speaker Jassem Al-Khorafi said that only 13 MPs had voted in favor of the non-cooperation motion, with one abstaining, after the proposed closed parliamentary session to discuss the grilling motion against the premier, along with three ministers, was rejected in favor of a public one.

With this rejection, the legislative authority represented by the National Assembly asserted its cooperation with HH the Prime Minister and its confidence in him according to Articles 101 and 102 of the constitution and Article 144 of the parliamentary bylaws.

The constitution provides for the non-participation of the ministers in a vote on non-cooperation with the prime minister, thus banning ministers from participating, even if one them is from the elected members of parliament, according to the explanatory appendix to the aforementioned constitutional articles.

The appendix explains that the aim behind banning the ministers from participating in the vote on such a motion is to give the other members of parliament who do not hold ministerial positions full control over such a motion.

As a result of the parliament’s rejection of the non-cooperation motion, Speaking on behalf of the National Assembly members, Al-Khorafi personally congratulated the premier, expressing the best wishes of all parliamentarians for HH the Prime Minister’s future success and wellbeing.

On his part, His Highness Sheikh Nasser Al-Mohammed has issued a statement asserting his firm commitment and strong adherence to the constitution, and also emphasizing his keenness to consolidate sound democratic practices in Kuwait since both democracy and national unity are strong pillars of the country and its loyal people.

HH the Prime Minister expressed his appreciation and gratitude to the speaker and MPs for their stances and their enthusiasm for practicing their controlling role, "according to their own convictions." At the same time, he called pointedly for "doing away with the past and looking forward to the future."
