Qatar, Libya sign pact to co-operate in legal field

The Memorandum of Understanding was signed by HE the Attorney General Dr Ali bin Fetais al-Marri and NTC’s Attorney General Abdul Aziz Abdul Hamid al-Hassadi in the presence of Vice-President of the National Transitional Council in Libya, Hafiz Ghoga, and Justice Minister at the National Transitional Council Mohamed Ibrahim Khalifa Alaqi.


As per the MoU, both sides will exchange information on laws, regulations, rules and criminal justice systems as well as co-operate in the training of staff working in the offices of the attorney general.

Addressing a news conference Dr. Ali bin Fetais al-Marri said that the MoU would provide for co-operation and exchange of judicial experiences between the two sides, praising the close ties between the Qatari and Libyan sides.

“We in the State of Qatar believe that the brothers in Libya, have moved from the lesser jihad (freedom fighting) to the greater jihad of building the state of law and institutions,” he said.

Dr. al-Marri said that the issue of fighting corruption, establishment of the state of law and institutions, in Libya would take a long time, but “Qatar believes that the brothers in Libya are capable of founding a state based on law and equality”.

He stressed that Qatar is offering its expertise to Libya, adding that the public prosecution “would put all its potentials in the legal aspect, in terms of benefiting from the experience of Qatar in the separation of powers in the state, the independence of the judiciary, in cases of corruption and other experiences to help the Libyan brothers who are going through the foundation phase”.

“We will place at the disposal of the brothers in Libya all these potentials in the field of training or the exchange of information and other potentials and assistance that we believe, or they see, that will serve them”, he said.

The Attorney General pointed out that Qatar, since the first day of the revolution in Libya, stood by the Libyans.

Meanwhile, the Minister of Justice at the Transitional National Council said the signing of the MoU would have a positive effect on the close ties between the two countries, praising the assistance provided by Qatar to the Libyans in many areas.

He added that the memorandum of understanding would be a prelude to many agreements that will be signed between the two countries in the future.

The minister highlighted reports of international organisations, as well as of Libyan National organisations on violations of human rights in Libya and some of the violations committed during the revolution.

He explained that violations actually took place, but they were individual violations, adding that the genuine revolutionaries were “haunted by the spirits of the martyrs and could not violate human rights”. He said the NTC of Libya, the Interior Minister, the Attorney General of the Council and all officials were investigating the matter.
