The Cabinet, chaired by Custodian of the Two Holy Mosques King Abdullah, described the Tremseh massacre as a terrorist act.
Scores of people were killed on Thursday when Syrian forces bombarded the village of Tremseh with tanks and helicopters.
The Cabinet reviewed preparations by relevant government departments in Makkah and Madinah to receive millions of pilgrims who come from all over the Islamic world to perform Umrah during Ramadan.
King Abdullah also instructed Saudi authorities to mobilize all resources for the welfare and wellbeing of pilgrims.
Culture and Information Minister Abdul Aziz Khoja said the Cabinet approved two GCC agreements for strategic dialogue with Pakistan and Australia.
It also endorsed an agreement with Ireland for educational and scientific cooperation.
“The Cabinet approved an agreement with Ukraine for the avoidance of double taxation and prevention of tax evasion,” the minister said.
The bylaw for research and studies at the Health Ministry was also endorsed.
The Cabinet asked the Saudi Railway Organization (SRO) to assume the duties of the Saudi Railway Authority until the latter takes charge.
It instructed SRO to continue its operational activities until the task is transferred to an investor, the Saudi Press Agency reported.
The Cabinet appointed Muhammad Al-Faris director general of Dar Al-Ifta in Riyadh; Abdul Kareem Al-Salloum director general of financial affairs at the Ministry of Defense; Nasser Al-Otaibi director general of administrative and financial affairs at the Civil Defense Department; and Hamad Al-Jasser assistant undersecretary for employment of Saudis at the Labor Ministry.
Also yesterday, King Abdullah held talks with US National Security Adviser Tom Donilon at his palace in Jeddah. Donilon handed a message from US President Barack Obama to the king.
