Saleh Al Mulla made the comments on Twitter during Egyptian president Abdel Fattah Al Sisi’s visit to the Gulf state on January 5.
"Your highness, we won’t accept billions more handed out to other countries. We have donated enough. This is the money of the people of Kuwait," Al Mulla wrote in Arabic in a tweet, according to Kuwait Times.
"The price of oil is $50 a barrel…," he continued, highlighting the significant decline in Kuwait’s oil revenue, which accounts for about 90 percent of state funds.
Kuwait has pledged at least $4bn to Egypt since the former Muslim Brotherhood leader Mohamed Morsi was thrown from power in July, 2013.
He was released on Sunday after posting KD2000 ($6800) bail, Kuwait Times said.
His trial was scheduled for February 15.
Al Mulla was the first of two former prominent politicians to be arrested so far this year.
Saad Al Ajmi, who was information minister between 1999-2000, was detained at Kuwait International Airport on Saturday as he, his wife and their daughter attempted to fly to Saudi Arabia to perform Umrah, his lawyer Al Humaidi Al Subaie said on Twitter.
He was unaware he had been sentenced to a year in jail on Thursday for an article critical of the government published by the pro-opposition Al Aan electronic newsletter two years ago.
Al Ajmi denies writing the article and the newsletter’s editor has told police he authored it.
Al Ajmi is expected to appeal the sentence.
