Addressing the General Assembly’s Special Political and Decolonization Committee as it examined the report of the Special Committee to investigate the Israeli practices affecting the human rights of Palestinians and other Arabs in the Occupied Territories, Kuwaiti diplomat Talal Al-Shatti said his country condemns all Israeli military attacks on Palestinian land and calls for an end to all attacks on civilians as they represent a flagrant violation of the 1949 fourth Geneva Convention.
He expressed regret that the plight of the Palestinian people remained unresolved, their human rights grossly violated, their territories occupied, and relevant Security Council resolutions in "deep freeze" despite intensive efforts by the international community to revive the peace process.
He noted that Israel continued to build the separation wall which damaged thousands of hectares of fertile land and water wells in the West Bank, in violation of the 2004 ruling of the International Court of Justice.
He demanded an immediate cessation of the attacks against the civilian population and renewed his delegation’s total support for the struggle of the Palestinian people to gain their legitimate political rights by establishing their own independent state on their own territory, with Jerusalem as its capital.
He called on the international community to assume its responsibilities and deter Israel through the implementation of Security Council resolutions and the adoption of immediate measures to protect civilians and guarantee that such "brutal" practices were not repeated.
Calling on Israel to immediately and unconditionally withdraw from the occupied Syrian Golan and cooperate with the Special Committee, Al-Shatti appealed to the international community to pressure the Israeli government to stop its gross violations of the international humanitarian law inside the occupied territories, and implement UN resolutions 242, 338, 1397, and 1515, as well as execute the principle of land for peace, and accept the Arab Peace Initiative and the Road Map, in order to reach a just and durable peace in the Middle East.
