The government of Kuwait backs the unions for the well-being of the society but within the law, Al-Shihab told KUNA.
He called on the officials in the Union to live up to their national responsibilities, and consider the circumstances surrounding the country as well as placing the public interest on top of personal one.
Al-Shihab called on all officials in labor unions and syndicates to dialogue.
"The best method in a democratic society is dialogue … understanding and exchange of views over outstanding issues are the best means to get legitimate rights," said the minister.
