The government however approved the appointment of certain employees in specialized categories on casual basis whose services were urgently required by the government. Officials also indicated that appointing unnecessary employees in the ‘award system’ was a waste of public funds especially since most of those employees recruited were relatives of some officials.
They added that they had already sent instructions to the Civil Services Commission to implement strict measures to discourage the appointments of such employees in the ‘award system.’
